David Hackett

David heads up our national Large Food Store Rating team and advises various leading clients on all rating matters involving client management, strategic guidance, appeal negotiation and settlement. With over 30 years of private and public sector experience, David is well positioned to provide strategic client advice.

As National Head of Food Sector, David leads GL Hearn’s Large Food Store Rating Team, acting for the food store retailers including Asda, Morrisons, Tesco, Sainsbury’s and Waitrose. He has been integral in agreeing nationally coordinated valuation approaches for inserted sales floors and stilted superstores.

As part of his role, David is also involved in the central co-ordination of programming appeal timeframes nationwide and strategic engagement with the Valuation Office Agency [VOA] in relation to the food store and convenience market sectors.

With significant experience across the retail sector more widely, David also provides client management advice to High Street and out of town retail clients, in addition to wider food store mandates.  

David also has experience in the rating valuation of hospitals, schools and leisure facilities. He has also acted for various landlord portfolios, in terms of minimising rate liabilities on their behalf.

Additionally, David has dealt with appeal work, provided client advice and has coordinated rating services throughout Northern Ireland and Eire.

Prior to joining GL Hearn in 2001, David was a Senior Valuer in the Valuation Office Agency, having obtained some 9 years post-qualification experience. In addition to dealing with rating work, he was also experienced in valuation, acquisitions and disposals of land and buildings, acting on behalf of various local authorities, housing associations and government agencies.

As a Member of the Rating Surveyors Association (RSA), David has regularly acted as Chairman for RSA Committees and has successfully attended Valuation Tribunal hearings on behalf of various clients. He sits on the Business Rates Management Committee and Operations Board within GL Hearn and is also an APC Assessor on behalf of the RICS.
