David White

David is an Associate Director and heads up our Healthcare Valuation team within the Business Rates department. He specialises in rating matters across the UK and is responsible for advising clients on all aspects of non-domestic rating. He is also responsible for managing and liaising with incumbent rating agents whose contracts have been novated to GL Hearn’s clients.

David has a high level of competency regarding all principles of rating valuation and practical application of rating legislation and case law. David has experience of all rating valuation methodologies and valuation of bulk classes of non-domestic property in addition to specialist properties. He has been client and portfolio manager for several national and international organisations and specialises in providing advice regarding rate mitigation strategies in respect of vacant and under-utilised accommodation.

Acting on behalf of a number of healthcare clients including NHS Property Services, NHS England, Community Healthcare Partnerships, Central London Community Healthcare NHS Trust and Liverpool Community Health NHS Trust, David has delivered many millions of pounds of savings in rates liability for GL Hearn clients.

He has been part of agent consortiums negotiating the approach to valuation of specialist healthcare properties for both the 2010 and 2017 rating lists.

He is also experienced in the rating valuation of retail, office and industrial premises and has chaired and assisted on Rating Surveyors’ Association committees in various parts of the country. He has successfully presented numerous cases at Valuation Tribunal.

In addition to his non-domestic rating work, David has experience in the resolution of cases involving the specialist area of the council tax including exemptions and reliefs.
