GL Hearn Associate Director reaches 10-year milestone on significant healthcare PFI

2013 represents a significant milestone for GL Hearn’s Associate Director Ben Stalham as it marks the ten year anniversary of his involvement in the largest healthcare development project in Europe; the redevelopment of St. Bartholomew’s and The Royal London Hospitals.

With a capital value of approximately £1.2 billion, the Barts and The London Hospitals Private Finance Initiative (PFI) involves the major redevelopment of the St. Batholomew’s Hospital in the City and The Royal London Hospital in Tower Hamlets. Incorporating a total of 270,000 sq. m. of new build healthcare space, the project also includes the refurbishment of Grade I and Grade II listed buildings, the enhancement of ancient scheduled monuments and major additions to the public realm within both conservation areas.

Over the last 10 years, Ben has advised Skanska on the redevelopment plans; navigating the team through the various planning issues involved with the numerous listed buildings and heritage assets within the hospital estate, as well as assessing the environmental impact at both sites. The listed buildings and monuments needed to be protected and the development was further subject to St. Paul’s Heights controls and protected vistas. Ben also successfully guided the design team in relation to rebuilding the historic courtyard at Barts and has consulted with client groups, planning officers, Mayor of London, and heritage approving bodies to achieve consent for this historic square.

The Royal London had substantial archaeological constraints and Ben was key in undertaking close liaison with the Museum of London Archaeology Service (MoLAS) and all heritage bodies involved. At the Royal London, important listed buildings are also being retained, as well as the development of two 18-storey towers and secured the first ever permanent permission for provision of the Air Ambulance HEMS service.

This included negotiations and applications to three Local Planning Authorities, plus consultation with the Greater London Authority, CABE and English Heritage. This is a reflection of the considerable input Ben has had to the success of this project.”
