GL Hearn secures planning permission for site in Bromley by Bow

GL Hearn secured a resolution to grant planning permission from LLDC in January 2018 for the residential-led mixed-use redevelopment of this strategic site in Bromley by Bow. The proposals will deliver 491 residential units in a Build to Rent format with circa 3,500 sq m of community, workspace and retail floorspace making a significant contribution to the creation of a new district centre within the wider masterplan area.

This site is a key gateway to the wider masterplan area known as Bromley by Bow South and it was therefore essential to deliver an outstanding public realm when entering from Bromley by Bow underground station. Working with LLDC, GLA, LB Tower Hamlets and TfL, as well as adjacent landowners throughout the design process, it was necessary to plan and demonstrate how a comprehensive development solution could be secured across the development sites under separate planning applications with there being large scale infrastructure requirements (e.g. single energy centre, A12 junction upgrades, public realm and primary school).

An innovative scheme design was required to respond to the surrounding constraints of the busy A12 along the site’s western boundary and a mainline train line to the south. The proposals are an excellent example of how emerging GLA policy guidance on design standards for Built to Rent can be utilised with circa 25% (120 units) not having private amenity space with a robust case being made that wider shared internal and external floorspace could offset this with a higher quality environment being provided more suited to the product. In addition blue badge disabled spaces were provided at a reduced total of 5%. Of note LLDC’s independent Quality Review Panel offered their unreserved support for the “outstanding” proposals.
