Andrew is a Chartered Town Planner and Environmental Lawyer with over 20 years’ experience working on an extensive range of infrastructure and environmental projects for both the public and private sectors across the UK and overseas.

His key skills lie in bringing together the full spectrum of Planning Consents and approvals, licencing and Environmental Assessment, aligned with the demands of complex design, stakeholder management, community engagement and project performance.

Andrew regularly advises industry clients on a broad range of planning, environmental permitting, licencing and consenting matters both offshore and onshore, including planning applications and appeals; environmental impact assessments; construction projects; energy projects; waste planning and corporate support. He has supported the delivery of multiple EIAs and has a successful track record in the effective management of the consenting process.

He has also undertaken lead consent management on a broad range of infrastructure projects including the construction of deep water ports, light and heavy rail, bridge, conventional and renewable energy projects across the UK and overseas.

As Head of Infrastructure Planning at GL Hearn, Andrew will be taking a lead role in developing the infrastructure business across the UK.  He expects to support key client relationships in helping develop pipeline projects with a particular focus on linear infrastructure across the North of England. 

Andrew is also a Member of the Committee on Radioactive Waste Management (CoRWM) which provides independent scrutiny and advice to the UK governments on the long-term management of higher activity radioactive wastes. CoRWM is an advisory non-departmental public body, sponsored by the Department for Business, Energy & Industrial Strategy.
