GL Hearn led a team with Oxford Economics, Justin Gardner Consulting, and MDS Transmodal to provide a robust assessment of the future housing and employment land needs for the Liverpool City Region to inform the production of Local Plans.

The Issue
The SHELMA provides a strategic assessment of the City Region’s future demographic and economic potential, objectively assessed housing need (OAN), specialist housing need, commercial property market dynamics, and employment land requirements.

The GL Hearn Solution
The SHELMA report provides a fully integrated assessment of the City Region’s future housing and employment land needs which is fully compliant with NPPF, PPG, and best practice guidance. The key was to provide outputs which holistically considered issues such as population growth and economic growth and the complex links between the two.

The project included working with the LEP and Oxford Economics to develop a bespoke economic forecast which was used to model the employment land needs and subsequent future housing need implications across the City Region.

Another key factor considered was the additional employment land needed to support warehouse and distribution demand arising from the planned expansion of the Port of Liverpool.

Our approach ensured a robust assessment was undertaken on a consistent basis across each of the City Region’s authorities
