Housing and Economic Development Needs Assessment

GL Hearn, working with Justin Gardner Consulting, provided a robust assessment of the future housing and employment land needs for North Devon and Torridge local authorities to support the preparation of their Joint Local Plan. GL Hearn also represented the Council on these matters at the Examination in Public of their submitted Local Plan.

The Issue
The HEDNA provides a fully integrated assessment of both authorities’ future housing and employment land needs which is fully compliant with NPPF, PPG, and best practice guidance. It had to take account of local factors such as the LEP growth targets and the needs arising from Exmoor National Park.

The GL Hearn Solution
GL Hearn worked closely with both authorities to provide a bespoke assessment of housing need (OAN), jobs growth and associated employment land needs.

The assessment explores issues such as local demographics to provide robust conclusions on the OAN including the need for specialist housing to address the aging population. The study also explored the issue of very high levels of second-home ownership in the area.

GL Hearn worked closely with the Council’s economic development officers to create bespoke economic forecasts taking into account planned developments in the area, sectoral strengths and weaknesses and the LEP’s Strategic Economic Plan.

GL Hearn successfully supported the Council’s at the Examination in Public of the Joint Local Plan where the findings of the HEDNA were found sound by the Inspector.
