Chris Hemmingsley

Director – Infrastructure Planning

Chris is a chartered town planner and infrastructure planning specialist with over 21 years’ experience in transport, water, energy, telecommunications, and minerals sectors.

Chris has extensive experience leading multidisciplinary teams and working with diverse stakeholders to prepare, submit, discharge, and implement complex planning applications and Development Consent Orders (DCO). 

Most recently, Chris has overseen the delivery of the consenting elements of the Silvertown Tunnel DCO for TfL and has also lead the Local Authority Negotiations team for the Lower Thames Crossing project. Prior to this, Chris was the Planning Manager responsible for town planning and DCO delivery for EDF’s Hinkley Point C New Nuclear Power Station in Somerset and the lead planner for the re-development of a Grade I listed building to form associated new National Nuclear Training Centre.

Chris will be drawing on his predominantly client-side infrastructure planning and DCO experience supporting our clients, delivering solutions to complex planning challenges.
