Keith Mills

Keith has a proven track record in Business Rates valuation and advice in a wide range of property classes. His particular skills lie in advice relating to Licensed Property. He is based in Southampton where he is developing a bespoke service to leisure clients nationally.

Keith joined GL Hearn in September 2016, to provide advice to existing leisure clients across the UK, and take the business forward in this area. Prior to this, he spent 26 years with the Valuation Office Agency, ultimately as a member of the senior management team in the former south-west region. Keith’s leadership role at that time included helping to ensure delivery of the 2017 Draft Rating List for the south-west, and in particular preparation of valuations for the public house and petrol filling stations classes.

Having worked with a variety of property types for business rates purposes, among his specific responsibilities in the public sector was as a regional licensed property specialist. He was also part of the team that helped shape the Valuation Office’s Rating Manual for the restaurant class for the 2017 Rating List. In addition, with his knowledge of the petrol filling station sector, he devised a national survey guide for the class for the Valuation Office. His experience spans many aspects of the licensed and leisure industry, including public houses, restaurants, hotels, nightclubs, events venues, as well as retail space.

In the run up to 1 April 2017, Keith had already worked pro-actively with leisure clients, and in many cases was able to make substantial changes to their liabilities in advance of the new Rating List being published. This realised reductions in the 2017 Draft Rating List ahead of the new Check Challenge Appeal process. In doing so, he has now established his reputation for specialist advice in both the public and private sector.
