GL Hearn has been advising London Borough of Hounslow since 2012 on the delivery of a major mixed use development scheme in Hounslow town centre. Having initially provided strategic planning and commercial and viability input into a town centre masterplan, we were instructed to procure a developer to deliver the High Street Quarter, the Council’s key town centre priority site.

Working with legal advisors we arrived at a procurement strategy based on the EU Negotiated Procedure. GL Hearn led the marketing of the opportunity during 2014, attracting strong market interest.

Barratt/Wilson Bowden was selected as preferred developer and a development agreement was signed in early 2015, all within less than a year of commencing the process. The Council will retain a significant revenue interest in the scheme. The scheme includes a cinema, 10,000 sq m of A1/A3, 600 residential units and a new public square. Planning permission was secured for the development in December 2015.

Whilst the majority of the site is in Council ownership, it also included a number of private ownerships, typical of most town centre schemes. GL Hearn is jointly appointed by the Council and Barratt/Wilson Bowden to lead on site assembly. A CPO has been made and a CPO Inquiry is scheduled for March 2016. Development is scheduled to commence in 2017.
