Tom Moore

Tom has more than 30 years experience in Housing, Regeneration and Development Management for a wide range of public and private sector clients. This includes the preparation of feasibility studies, regeneration frameworks and financial appraisals, procurement of joint venture development partners for housing and mixed-use development projects and leading multi-disciplinary teams to plan, fund, manage and deliver, complex regeneration projects.

Tom is a Director in the Development Consultancy team responsible for Development Management focused on mixed-use development, regeneration and housing delivery. This includes:- working with G15 RP’s and Local Authorities to identify strategic land for promotion through emerging local plans and undertaking strategic reviews of regionals property portfolios to identify and priorities development opportunities for example on behalf of Notting Hill Genesis to identify development pipeline of 1,200 homes from 8 existing sites; providing regeneration programme management support to co-ordinate pre-construction consents and land transfer needed for the Phase 1 “critical infrastructure” at the £4.0b Brent Cross Regeneration project being delivered by Argent/Related/LB Barnet (BXC South), Re/LB Barnet (BXC West) and Hammerson (BXC North); undertaking financial feasibility and option studies for council owned sites to deliver of new housing and employment use for Haringey, Hackney and other London Boroughs; managing the procurement of development partners for estate renewal and housing development project on behalf of the HCA and Local Authorities for a 1,100 home project in Basildon and 1,200 new home project in Tower Hamlets.

Tom’s was previously responsible for development management at Capita Real Estate and Infrastructure’s offices in Abu Dhabi, advising the UAE Western Region Development Council on JV and partnership structures to deliver housing and mixed use neighbourhood and health centres in seven towns within the Western (Desert) Region of Abu Dhabi and negotiations to secure delivery of the first 10,000 sqm neighbourhood centre and housing development for the local community in Madinat Zayed. He also has experience of major infrastructure projects:- preparing a financial viability, delivery strategy and cash flow model for a Transit Oriented Development (TOD) study of a 24 sq km land corridor to create 7 new suburban districts between Chattarpur and Arjangarh Stations for the New Delhi Metro Company and providing advice to ABP on the expansion of Southampton Port at Dibden Bay.
