Julian Crowley

Julian is a Business Rates Director based at our London office and has over 30 years' experience. His career first began at GL Hearn in 1990 as a graduate and he re-joins the business in 2022, after leaving for pastures new 30 years ago. Julian has dealt with both public and private sector clients, including 'specialist' and 'bulk' class properties within that time.

Julian specialises mainly in NHS, food retail, and high street retail properties.

His work with the NHS involves valuing and negotiating rating assessments of acute hospitals, community hospitals, partnership trust occupied hospitals, health centres, GP surgeries, ambulance stations, and all ancillary properties. He is a member of the Rating Agents Steering Group that agreed the memorandum of agreement on NHS hospitals for the 2017 Rating Revaluation.

Julian has appeared as an expert witness at the Upper Chamber of the Land’s Tribunal on a case involving the merger of two properties, and was responsible for the preparation of an expert witness report at the court of appeal on a landmark case concerning a mobile telephone aerial site located on public land.
